| Monitoring and Evaluation National Systems Strengthening
On the basis of the initial evaluation and results of the joint M&E mission conducted in April-May 2006, Central Asia AIDS Control Project (CAAP) formulated working strategy and plan on M&E National systems strengthening which is being implemented together with the other Project partner organizations: UNAIDS, Capacity, CARHAP, GAMET, etc.
In its work, the Project follows the principal: for the effective “Three Ones” principals’ introduction, national M&E system will keep improving on the basis of existing governmental structure (AIDS Centers, Country Coordination Committees, Ministry of Justice, Ministry of High and Secondary Education, Health Ministry, Defense Ministry and Ministry of Internal Affairs) and will be based on the inter-sectoral cooperation actively involving all the partners.
Currently, CA countries contribution to the AIDS programs is not relatively big, that is why the use of earlier existing collecting and statistic data analysis systems and mechanisms is the most important thing at the period of M&E system formation. While developing M&E structures, it will provide countries with the possibility not to create the additional parallel structures and to use the existing resources effectively. It is important for the countries to define an appropriate role for all M&E national systems components, including the program control, monitoring and evaluation; financial monitoring and special researches conducting, having combined various governmental institutions’ and international organizations’ efforts.
Establishing M&E system, the Project together with the other partner organizations provides the assistance to national AIDS programs in key component strengthening.
On the National level:

M&E specialists support and seconding to the National Coordination Committees

Contribution to the M&E national multi-sectoral plan design with clear purposes and tasks in accordance with National Strategic Plan

Support of Sentinel Surveillance researches, the result of which will be used as countries national indicators for the most vulnerable groups

Making of the joint integrate working plan of all the events in the field of M&E prophylactic and HIV control with the detailed budget development

Strategic informational flows development support, regular data distribution (on the inter-sectoral level and among partner organizations)

Capacity building harmonization in M&E area on the national level: management, M&E concept and plan making;
Taking into consideration the situational analysis, countries’ needs and other partners’ work realization, Central Asia AIDS Control Project together with other partners implements measures on abovementioned M&E components improving.
