Problems and perspectives of cross sectoral Coordination of HIV epidemic prevention at National and Regional levels were discussed in Almaty by the participants of the Fourth Central Asian Forum of Partners working on HIV prevention
Fourth Central Asian Forum of Partners working in the field of HIV epidemic prevention took place in Almaty on November 10-11, 2009. The Forum was initiated by Central Asia AIDS Control Project and United Nations Programme on HIV/AIDS (UNAIDS). Problems and perspectives of cross sectoral coordination of HIV epidemic counteraction, both at national and regional levels, were discussed by countries’ representatives. Presentations were made by the representatives of government organizations and civil society followed by the discussions in working groups by countries. Representatives of the partner organizations had an opportunity to exchange opinions concerning improvement of coordination and harmonization of activities of international organizations and their projects in the region; results of activities of the international organizations in 2009 and plans for 2010 have been presented during plenary session.

4th GRAND ROUND

December 2009 National Coordination Committees meetings were held in all Central Asia AIDS Control Project participant-countries - Kazakhstan, Kyrgyz Republic, Tajikistan and Uzbekistan – where the winners of small grants of the Regional AIDS Fund (RAF) Forth Grant Round have been defined.

Information on the start of the 4th Grant Round was posted on the CAAP, WB, UNDP web-sites and was disseminated through the email to all potentially interested organizations and AIDS service organizations. The total duration of the information campaign was two weeks starting from the September 15. Information campaign has started simultaneously in all participating countries. The forth grant round intended to fund proposals that aim at prevention of HIV among five highly vulnerable groups: IDUs, MSMs, SWs, prisoners and migrants.

As the result of SPPs' evaluation, the approved fund is as follows:

Kazakhstan - 19 for the total amount of $904,661
Kyrgyzstan - 8 for the total amount of $284,186
Tajikistan - 13 for the total amount of $341,872
Uzbekistan - 27 for the total amount of $1,248,717

All approved sub-projects are under “small grants” category because the requested grant sum does not exceed $50,000 USD. Thus, 67 sub-projects with total amount of $2,779,437.00 USD have been approved for financing.

3rd GRAND ROUND

At the end of 2008 and at the beginning of 2009, National Coordination Committee/Country Multisectoral Coordination Committee meetings took place in all Project-member countries to approve sub-project proposals (SPPs) submitted in the frame of the 3-rd Regional AIDS Fund (RAF) grant round cycle. Before its consideration, all submitted SPPs were reviewed and selected by the National Technical Evaluation Committees. All approved SPPs are under “small grants” category because the requested grant sum does not exceed $50 000 USD.

As a result, 16 SPPs have been approved for Kazakhstan (with a total budget of $572631 USD); 8 SPPs have been approved for the Kyrgyz Republic (with a total budget of $200174 USD); 10 SPPs have been approved for Tajikistan (with a total budget of $253482 USD) and 14 SPPs have been approved for Uzbekistan (with a total budget of $640758 USD).

2nd GRAND ROUND

In November, 2007 National Coordination Committees meetings were held in all Central Asia AIDS Control Project participant-countries - Kazakhstan, Kyrgyz Republic, Tajikistan and Uzbekistan – where the winners of small grants of the Second Regional AIDS Fund (RAF) Grant Round were defined.

In second grant round the financing was provided to 64 governmental and non governmental organizations from four countries of the region which received small grants from Regional AIDS Fund on a total sum $1.4 mln. US dollars (including Republic of Kazakhstan $269 900 US dollars, Kyrgyz Republic $138 310 US dollars, Republic of Tajikistan $221 545 US dollars and Republic of Uzbekistan 836 504 US dollars).

1st GRANT ROUND

 

The first Regional AIDS Fund (RAF) grant round was carried out from May 11 till December 12, 2006. The total sum of the allocated money resources was 4 million 549 thousand US dollars.

In February, 2007 Central Asia AIDS Control Project received an approval to begin the realization and financing of five big regional initiatives and 42 national projects in the field of HIV/AIDS spreading counteraction in Central Asia, approved within the framework of the First RAF grant round.
Approved big grants are focused on:

- SPP “Youth Power”: drugs use prevention and HIV spreading among the young people (15-24 years old) in four Central Asian republics (Kazakhstan, Kyrgyz Republic, Tajikistan and Uzbekistan). Grant recipient: NGO Population Services International/ Central Asia;

- SPP “Reaching High Coverage of Injecting Drug Users (IDUs) and Sex Workers (SWs) with the Essential Comprehensive Package of HIV Prevention Services in 7 Sites in Central Asia”: partnership strengthening and PLWH involving into the prevention, treatment, care and support – Grant recipient: NGO JSI Research & Training Institute, Inc.

- SPP “Youth and HIV/AIDS”: positive behavior formation in the field of HIV/AIDS prevention among the young people of Central Asian countries. Grant recipient: NGO “Youth of 21 Century”, Tajikistan.

Together with the winners of big grants, the financing was provided to 42 governmental and not governmental organizations from four countries of the region which received small grants at the rate of up to 20 thousand of US dollars from Regional AIDS Fund.

According to the signed Agreement on long-term cooperation between RPMU and United Nations Development Program (UNDP), UNDP represents itself as the financial agent in the grant process. Therefore distribution of money resources between the grant recipients will be made through the UNDP country offices.
