Central Asia AIDS Control Project is the first Regional HIV/AIDS initiative financed by the International Development Association (IDA) and Department for International Development (DFID). The total amount of the Grant is 27 million Dollars.
Recipient of the Grant. According to the agreement signed between IDA and the Central Asia Cooperation Organization (CACO) on May 12, 2005 it was declared that CACO is the main Recipient of the Grant. As discussed and agreed at the CACO Heads of State Council Meeting held in St. Petersburg, Russia, on October 6, 2005, CACO will become a part of EurAsEC. Upon completion of the legal procedures EurAsEC will be the recipient of the grant in 2007.
Project is implemented in 4 Central Asia countries: the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan and the Republic of Uzbekistan.
The Project is expected to be completed by June 30, 2010.
Project Development Objective:
To contribute to the HIV Spreading Control in Central Asian region through the strengthening of regional and national capacity and cooperation between the Public Sector, NGOs and Private Sector.
Targets:

To establish a sustainable financial mechanism in Central Asia: the Regional and National AIDS Funds for financing the HIV/AIDS prevention & control activities in the region during and after the lifetime of the project;

To contribute to better regional cooperation in Central Asia and effective inter-sectoral collaboration between the public, non-governmental and private sectors on HIV/AIDS control.
The Project consists of the following components:
Component 1.
Regional Coordination, Policy Development and Capacity Building

To consolidate the efforts of International organizations, projects and National partners to use HIV prevention resources effectively;

To improve the legislation through involving the decision makers on the State level;

To involve the religious leaders into the HIV prevention;

To train the journalists in Central Asia on HIV/AIDS;

To implement the Sentinel and Electronic Surveillances on HIV/AIDS cases and strengthen the Monitoring and Evaluation systems on the national and regional levels;

To establish the regional training courses on HIV prevention based on existing educational facilities in four areas: Kazakhstan - Work with Youth; the Kyrgyz Republic - Harm Reduction Program; Tajikistan - Work with Labour Migrants and their Families; Uzbekistan - PLWH Treatment, Care and Support.
Component 2.
Central Asian Regional AIDS Fund
The unique initiative in Central Asia is aimed at the promoting of Regional cooperation between Government, Non-Government and Private Sectors in HIV/AIDS prevention. This initiative is being carried out by financing on competition base the projects and programs on HIV/AIDS prevention among the vulnerable groups of population (IDUs, CSW, MSM, prisoners, etc.). Grants are available both for newly established NGOs and for organizations which can administrate the programs with comprehensive package of services.
Project Management
By the decision of CACO Heads of States Council made on October 6, 2005, the Regional Steering Committee (RSC) has been established and the Charter of the Regional Project Management Unit (RPMU) has been adopted.

Regional Steering Committee (RSC) is the top management body of the Project. The RSC comprises from Deputy Prime Ministers of the Kyrgyz Republic, Tajikistan and Uzbekistan, Minister of Health of Kazakhstan and Coordinator of UNAIDS in Central Asia. RSC provides support to the Project, monitors the financial management of the Project and assigns Executive Director under the agreement with the World Bank.
Regional Project Management Unit (RMPU) is responsible for technical implementation of planned activities in accordance with guidelines and procedures indicated in the official documents of the Project.
RPMU is managed by Executive Director Zakir Kadirov. RPMU staff consists of the 16 specialists. Four of them are National Coordinators working in the Project participant countries. RPMU has the regional office in Almaty, Republic of Kazakhstan.
