PROJECT DEVELOPMENT OBJECTIVE

Contribute to the control of the spread of HIV in the Central Asia Region through the strengthening of capacity and cooperation between the Public, Nongovernmental (NGOs) and the Private sectors on the Regional and National levels through the establishment of Regional AIDS Fund as a sustainable mechanism for financing of HIV counteraction activities.

CAAP Trains Regional and National Technical Evaluation Committees members in

Central Asia AIDS Control Project (CAAP) with the aime to keep abreast National and Regional Technical Evaluation Committees members with the Regional AIDS Fund (RAF) strategies and proposal evaluation criteria and procedures conducted the regional workshop in Issyk-Kul, Kyrgyz Republic on August 4-5, 2008. It gathered 37 representatives of the regional and national technical evaluation committees from all the Project-member countries: Kazakhstan, the Kyrgyz Republic, Tajikistan and Uzbekistan.

The workshop “HIV & AIDS prevention and treatment: Legislative aspects” was conducted by the CAAP

The workshop “HIV & AIDS prevention and treatment: Legislative aspects” was conducted by the CAAP in the framework of the component «Regional Coordination, Policy Development & Capacity building» Subcomponent 1. «Regional Coordination and Policy Development». This was the first and pilot event which was conducted in cooperation with the legislative body of Oliy Majlis (Parliament) Republic of Uzbekistan. The Objectives of seminar were familiarization of deputies of Oliy Majlis with the activities and results on HIV and AIDS prevention in Uzbekistan and further development of legislation against of global challenges.

Letters of Interests Admitted to the 3 RAF Grant Round Are Selected

Receiving and registration of Letters of Interest (LoI) sent by governmental, nongovernmental and international organizations as well as by private sector for the participation in the 3 RAF grant round completed on June 29. Total number of Los registered during three weeks of information campaign (June 8-29) is 435, what significantly exceeds number of letters registered during two previous rounds. (334 Los were received for the first RAF grant round in 2006 and 322 – for the second RAF grant round in 2007)>>>

Central Asian Journalists To Acquire Training Skills on HIV and AIDS in Dushanbe

First regional HIV and AIDS training for trainers (ToT) from the number of CA journalists took place in Dushanbe on June 9-13, 2008. It was conducted by the international organization – Central Asia AIDS Control Project in cooperation with UNESCO. During 5 days 20 journalists from Kazakhstan, Kyrgyz Republic, Tajikistan and Uzbekistan were acquiring training skills in the field of HIV and AIDS covering with the aim of further training conducting for the journalists of their countries >>>

Muslim Religious Leaders To Unite Their Efforts on HIV and AIDS Counteraction

The issues of establishment and development of CA information and training center on cooperation with Islamic clergy in HIV and AIDS problem have been discussing today at the round table meeting in Dushanbe. Spiritual Muslim leaders of Kazakhstan, Kyrgyz Republic and Tajikistan, representatives of Islamic institutions and governmental agencies and committees on religious affairs of three CA countries as well as UNDP representatives took part in the meeting. Central Asian Training and Information Centre on HIV prevention among migrants to be established in Dushanbe

New HIV-infection cases statistics in Central Asia (CA) shows that along with “traditional” risk group such as injection drugs users and sex workers, labor migrants became one of the causes of new HIV-infection cases registration. How to provide labor migrants with the access to HIV and AIDS prevention and treatment programs? According to the round table participants (Dushanbe, May 21, 2008) Central Asian training and information center on HIV prevention among migrants is to solve this question.

Monitoring and Evaluation Training Held in Almaty

Training on monitoring and evaluation of implementing events within Central Asia AIDS Control Project (CAAP) and Regional AIDS Fund (RAF) took place in Almaty (May 14-16, 2008). 2nd GRAND ROUND

In November, 2007 National Coordination Committees meetings were held in all Central Asia AIDS Control Project participant-countries - Kazakhstan, Kyrgyz Republic, Tajikistan and Uzbekistan – where the winners of small grants of the Second Regional AIDS Fund (RAF) Grant Round were defined.

In second grant round the financing was provided to 64 governmental and non governmental organizations from four countries of the region which received small grants from Regional AIDS Fund on a total sum $1.4 mln. US dollars (including Republic of Kazakhstan $269 900 US dollars, Kyrgyz Republic $138 310 US dollars, Republic of Tajikistan $221 545 US dollars and Republic of Uzbekistan 836 504 US dollars).

Large Grants

1st GRANT ROUND

The first Regional AIDS Fund (RAF) grant round was carried out from May 11 till December 12, 2006. The total sum of the allocated money resources was 4 million 549 thousand US dollars.

In February, 2007 Central Asia AIDS Control Project received an approval to begin the realization and financing of five big regional initiatives and 42 national projects in the field of HIV/AIDS spreading counteraction in Central Asia, approved within the framework of the First RAF grant round.
Approved big grants are focused on:

- SPP “Youth Power”: drugs use prevention and HIV spreading among the young people (15-24 years old) in four Central Asian republics (Kazakhstan, Kyrgyz Republic, Tajikistan and Uzbekistan). Grant recipient: NGO Population Services International/ Central Asia;

- SPP “Reaching High Coverage of Injecting Drug Users (IDUs) and Sex Workers (SWs) with the Essential Comprehensive Package of HIV Prevention Services in 7 Sites in Central Asia”: partnership strengthening and PLWH involving into the prevention, treatment, care and support – Grant recipient: NGO JSI Research & Training Institute, Inc.

- SPP “Youth and HIV/AIDS”: positive behavior formation in the field of HIV/AIDS prevention among the young people of Central Asian countries. Grant recipient: NGO “Youth of 21 Century”, Tajikistan.

Together with the winners of big grants, the financing was provided to 42 governmental and not governmental organizations from four countries of the region which received small grants at the rate of up to 20 thousand of US dollars from Regional AIDS Fund.

According to the signed Agreement on long-term cooperation between RPMU and United Nations Development Program (UNDP), UNDP represents itself as the financial agent in the grant process. Therefore distribution of money resources between the grant recipients will be made through the UNDP country offices.

The winners or implementing organizations, passed the competitive selection of the First Grant Round are:
